because it's a great method to force people to keep the files on their servers small (if they want most people to download them).
because everybody HATES to wait HOURS for downloads. people want to play CS2D, they don't want to wait for annoying downloads like uber large hip hop crap wav songs. seriously: nobody needs that shit!
nevertheless I already planned to increase the default download size limit from 100 kb to 250 kb for the next release. hooray. and you can still simply change it in your settings. I don't see any problems with that. it's a pretty good solution imho

of course maps will be downloaded anyway because they are required to play.
yup. it's a client setting. clients decide what they want to load and how big it can be.

servers do not have a setting for this. they can send any file, no matter how large it is.
however you can tweak the transfer speed at
server settings / new game more settings transfer_speed
default is an upload of 25kb per second. you can increase it when your server has a higher upload bandwidth (but you should keep it a bit lower than the real server upload bandwidth - otherwise transfers could cause lags/high pings on your server)

I know, I was just reflecting my opinion on how mappers should make maps.
If you want to add gfx files to your map, make a subfolder for the image files, so your gfx folder dosen't look like the trashbin of the internet.
