You have to learn HTML, CSS (Cascading Style Sheets, not Counterstrike ) and PHP&SQL. It isnt really hard to learn this, but you cant do a forum like this, while you learned all this stuff one day before. It costs many time to understand, it.

i think the hardest part (in my mind) is the graphics and the additional tools like deleting, editing or others.
but a little help, if you are using php, don't forget to use htmlspecialchars
